Ratio between oil and water in cleanser

I want to make a cleansing lotion/milk but I am unsure how much of oil and water to use for it to be able to remove light face make-up. Should it be equal parts of water and oil or how would you do it if you were to make a cleanser?

    Any suggestions?

Thank you gymrat. I think I should have been more clear, I don't what to cleanse with an oil only, I want to make a lotion with an emulsifier such as emulsifying wax. But I don't know how much should be water and how much oil.

Here are a couple recipes you could try. If it's something you are interested in making, give it a go!!
