Darker eye problem
I have this issue where one of my eye's is darker then the other one.The other eye has the same tone as my skin except this one other eye. Is there a way to fix that such as skin bleaching/whitening? It's kinda of like a feint black eye, If you need pictures PM me because I cannot post links.

Is this condition caused by the actual skin? or do you see little veins running along the affected area? This will determine the path to take to correct the problem.
Its the actual eye, there aren't any veins.
Actually it is a vein on the top of the eye, I can't tell for the bottom
