Do skin lighteners work better for naturally dark people...

or for people who are already lighter?

i had peachy pink skin as a child, but a few years ago, my skin started darkening know it's beige with a yellowish tint/undertone to it , also my face seems a lot darker than my arms or legs, what skin lighteners would you recommend for me?
