If it feels solid and moves around under the skin, it might be a cyst, which sounds like a bad thing but it's really not. The doctor might have given the steroid cream to you to reduce swellling (due to inflammation). They can be removed surgically, which is not a big deal either, but they tend to leave them alone unless they get infected or troublesome. Impt - do not try to pick it or pop it - if it is a cyst this will only make things worse. All the best to you.

it's solid and bumpy and i dont think its a skin tag. it could be cyst, what do you think? can this be treated without surgery? is there any chance it will go away on it's own?
There are different types of cysts. Those that appear of the face tend to be "sebaceous cysts" and they often do disappear on their own. Do a search on google for it and you will find non-surgical means to treat it. The cyst is basically hardened sebum that has been entrapped, so a warm compress has been suggested as treatment - it could help melt the sebum so that it is reabsorbed into the body.

This is assuming that it is a sebaceous cyst. You should be able to call the office and ask the nurse to check your chart. He/she should have noted this, and so they should be able to tell you this without an office visit and another fee. All the best to you.
