Nope not at all actually. The stubble/beard actually helps it seep deeper into the skin and protects and BONUS...protects the skin under it from the sun. My stubble areas are a little lighter than the skin around it...

It will not but you have to be careful and shave properly, thats means getting in the shower and using a lot of steam/warm water to soften the beard for as long as you can and then get out and apply the shaving gel right away, get as the gillette fusion mach 5 with the 5 blades and GENTLY shave VERY steady and with the grain of hair NOT against it. Improper shaving can lead to discolorations on that area, red bumps and worst of all the HQ will only make it worse if you get a lot of cuts.
