Is sunblock as good as daily moisturizer with spf 15?

I have been using Lubriderm daily moisture with SPF 15 for a while now.

I have recently picked up Neutrogena Sunblock Lotion SPF 45 Broad Spectrum UVA/UVB with Parsol 1789

Is it a bad idea to use the Sunblock (Neutrogena) instead of a the Daily Moisturizer (Lubriderm)? If it is, then why?

IME, many sunblocks have a moisturizing enough base to them that I can use them as both moisturizer+sunscreen (but only if they are SPF30+ for me). I only added a separate moisturizer when I realized my skin was looking dry with makeup on.

I just used up my normal face moisturizer and I am going to use lower SPF s/s samples I have as my moisturizer and then cover it with higher SPF sunscreen since it's summer and I need more protection.
