Is sunblock as good as daily moisturizer with spf 15?

I have been using Lubriderm daily moisture with SPF 15 for a while now.

I have recently picked up Neutrogena Sunblock Lotion SPF 45 Broad Spectrum UVA/UVB with Parsol 1789

Is it a bad idea to use the Sunblock (Neutrogena) instead of a the Daily Moisturizer (Lubriderm)? If it is, then why?

If an individual is indoors all day but in an office with many windows, is an SPF of 15 enough with a once a day app, or do some of you recommend something higher or a more frequent application?
For me personally, I will only wear SPF30 or higher regardless of being indoors, by windows, etc. I think if you are indoors applying your SPF once a day is enough. You need to re-apply it if you go outdoors, sweat, swim, etc.

Stick to a good SPF 30 and you really can't go wrong.
